Text Wrap

Is there a way to set Text Wrap to Off or do I have to click it off every time I place a Text box or an Object in a Word Processing Document?

Start with a blank document & insert a text box, a table, a shape (any shape) & an image one at a time & change them to floating objects without wrap & then go to Format > Advanced > & select define default (text box/table/shape/graphic) style. You can then delete the objects. Now save this document as a template & then set Pages to use this as the default for new documents.

Remember that if you didn't change the amount of extra space/gutter before you turned wrap off, if you should turn it on for any object, it will be the default 12 points (which I think is extremely excessive).
